Once among worst, Monaco near best on gas emissions

Citizens of the tiny Mediterranean principality of Monaco can apparently feel less worried that their speedboats, helicopters and cars are stoking global warming. From being worst in the class — except Spain — among about 40 industrial states based on surging greenhouse gas emissions, Monaco has leapt to the ranks of the best after revisions filed to the U.N.
