Budget of the State of Monaco: forecasts for 2007

The traditional monthly press conference of the princely Government proceeded Monday October 9, 2006, in the presence of S.E. Mr. Jean-Paul Proust, Minister for State and the members of his government. The essence of this meeting related to the presentation of the guide lines of the draft budget of the Principality for the year 2007, and “takes again the priorities and the orientations of H.S.H. the Prince Albert II since his advent” indicated Mr. J. - P. Proust. The estimated budget of the Principality of Monaco answers four priorities: improvement of the living conditions of the population (housing, health, action in direction of the old and handicapped people, public transport), economic development, international radiation (cultural and sporting), and sustainable development, environment and tallies of life. Globally, for 2007, the Government envisages 881 million expenditure (either approximately 6% of rise, compared to the primitive budget 2006) and 726 million euros of anticipated receipts (+ 4%), that is to say an estimated deficit of 155 million euros. “It is the last time that we have a so important estimated deficit”, made a point of specifying the Minister of State. Indeed, the national Council examines today the project on the carry-over of appropriations. Its adoption will make it possible to defer from an exercise to the other the appropriations not used and “to thus give a more faithful image of the deficit of the State”. Taking into account this reform, Mr. Jean-Paul Proust estimates that the real deficit of the State Monegasque should be established for the year 2007 to 80 or 90 million euros, “this amount which can be covered by the financial products of the Constitutional Reserve funds”, he ensured. However, the deficit of the hospital Princess Grace which finally reached 9,6 million euros for 2006, should again weigh (17,6 million euros envisaged in 2007) in the national expenditure. According to the Minister of State, “Health has a cost and it is normal that the State takes part in this expenditure, as it is normal that the government controls this expenditure”, whereas the famous “T2A”, tariff to the activity, should begin to be settle at the Princess Grace Hospital to earliest on July 1, 2007, even on January 1, 2008.
